泽连斯基还强调，乌克兰的安全保障应该有欧洲和美国的参与。  泽连斯基说：
“我所知道的实际数字是。现今我们军队的规模超过80万人。而法国有20万……其他国家的规模更少。也就是说，如果美国、欧洲，以及法国、意大利、德国在内的国家联合起来，并加入乌克兰百万大军的行列，我们才能形成可比规模。但谁能够阻止？只有靠一大批盟友。如果没有美国的参与，乌克兰必须强化而不是削弱自己军队，因为欧洲力量是不够的……  ”

“我不希望在和平时期，因为时刻担心俄罗斯人随时会开着坦克或装甲车到来，或者发动导弹袭击，自己人民还要带着枪走上街头。我希望自己国家能够繁荣昌盛，数以百万计的乌克兰人有渴望回国愿望。所以，我们需要安全保障。我认为，应该由欧洲和美国来提供这些安全保障。”
